Here’s the NBA Summer League story via The Associated Press:

The NBA has sent another strong indication that the transfer penalty for fouls is about to change.

Fouls like this will result in one free-throw penalty, as well as ball retention, in all three summer tournaments this season — first the smaller San Francisco and Salt Lake City starting this weekend, and then the 30-team squad in. Las Vegas opening next week.

A rule change has been contemplated at the NBA level for several years, with momentum moving toward finally achieving something in recent months. Adam Silver, the NBA commissioner, told The Associated Press last month that he expects the aggravated punishment to come next season.

The move is likely to come when the NBA’s Board of Governors meets later this month.

“I’m confident we’ll see a change,” Silver said in an interview with The Associated Press. “I wouldn’t say I’m overly confident that this will be the last change, even though this is a rule we’ve tried in the G League for the past four years.”

The play occurs when a defender intentionally makes a mistake to stop an opponent’s transitional opportunity. Typically, this error only results in the weak team taking the ball out of bounds. But since 2018, in the G League, when a defender commits a foul, the attacking team retains possession and takes one free throw before play resumes.

“I think the bug should be rescinded as soon as humanly possible,” Golden State coach Steve Kerr said during the playoffs.

The G League and Summer League are the traditional testing labs for the NBA before making changes to the rules or modifying policies. Among those who started at those levels and eventually made it to the NBA; Challenge the coaches, as well as resetting the shot clock from 24 seconds to 14 seconds in offensive rebounds.

Other changes coming to the three summer leagues: The NBA will test new policies where referees have restrictions on starting replay reviews; Referees will not have the ability to initiate goalkeeping reviews or enter the basket during the last two minutes of the fourth quarter and overtime; And in Las Vegas only, a light will be installed on the recorder’s table to announce that a score change is imminent based on the Replay Center’s review of the completed play.
